Officials: Man arrested after throwing rock through front doors of jail

RANDOLPH COUNTY, W.Va. — A man has been arrested on suspicion of throwing a rock through the front doors of a jail in Randolph County on Wednesday.

In a news release, the Randolph County Sheriff’s Office said deputies were called to the Tygart Valley Regional Jail about the destruction of property. A man had reportedly thrown a rock into the front glass doors of the jail in broad daylight. The man then left the area.

A witness who reportedly knew the suspect told investigators that they saw him lay down his bicycle in front of the jail and heard a noise before they saw him throw things at the door, according to WDTV.

The suspect was identified as Richard Manuel, 50, according to the news outlet.

A second witness told investigators that they saw Manuel walking along Abbey Road and heard some loud noise, according to a news release obtained by WDTV.

Both witnesses told deputies that Manuel had a “big tattoo across his forehead,” according to the sheriff’s office.

A rock was found outside the two doors of the jail among the shattered glass. The sheriff’s office said the outside pane of the left door was shattered and two sheets of glass on the right door were also destroyed. The incident cause thousands of dollars worth of damage, according to WDTV.

Deputies later found Manuel by the railroad track in Crystal Springs, the news outlet reported. He was arrested.

Deputies found a note inside Manuel’s pocket, according to the sheriff’s office, that said, “I’m going to the TVRJ, not be 4 one last good high” and “It’s my time 2 Ride 2 Die live by the gun, die by the gun.” The note included his signature, authorities said.

Manuel has been charged with the destruction of property, WDTV reported.. He is being held on a $15,000 cash-only bond.
